How to Request Waiver from NCI Moratorium Part A Instructors

On August 8, 2011 a moratorium became effective that precluded any new NCI Instructors and Instructor Trainers from entering the NCI program. It also precluded agencies from submitting new curricula for the Training in Prevention and Alternatives to Restraint, Seclusion and Isolation Timeout.

Although this moratorium is still effective, we understand that agencies may need to request a waiver to the moratorium. If this is the case, the agency will need to contact the Division at to request a waiver.

The agency will need to provide the following information:

  • Current total number of staff
  • Current total number of staff who need to be trained in NCI
  • Current total number of NCI trainers
  • Number of additional trainers being requested for training.

The Division NCI staff will follow up with the provider if any additional information is needed.
